Often the building permit activity is very high during and in advance of the building season and this can cause backups and delays. In most cases a minimum of 2 weeks is required by the Buildind Department in order to review and approve your plans. By closely reading your building permit requirements and adhering to the guidelines for documentation laid out below, you can minimize delays caused by having to obtain follow up information during the permitting process. (Please note that these are basic guidelines, each individual town and county may have different requirements)&lt;br /&gt;&lt;br /&gt;Before the Building Department can issue any building permit, you must submit the following:&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;1. Local Regulation Compliance Certificate (LRCC#1)&lt;/strong&gt;&lt;br /&gt;This certificate, including your property I.D. number from your tax statement, tells us at the Building Department that the location and use of your construction project has been approved by your township or village. It is not a permit to build. It is not an approval of your plans.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;2.&lt;/strong&gt; &lt;strong&gt;Two (2) sets of plans signed and/or stamped by the Zoning Official.&lt;br /&gt;&lt;/strong&gt;Plans for residential construction under 1,500 square feet in calculated floor area can be drawn by the owner, builder or architect, etc. Plans for residential construction over 1,500 square feet of calculated floor area must be prepared by or under the direct supervision of and stamped by an engineer.&lt;br /&gt;&lt;br /&gt;The construction documents shall include the name and address of the design professional and shall bear that individual's original signature, seal, and date. You may also be required to submit a document detailing the construction specifications of your proposed structure.&lt;br /&gt;All plans must be drawn to scale.&lt;br /&gt;&lt;br /&gt;All plans must show footings, elevations, cross-sectional views, and enough plan views to show what is being constructed; this includes floor plans. Before and after floor plans are also required for fire repairs, remodels or alterations to existing residential or commercial buildings. Plans must show dimensions and lumber sizes, spans and intervals.&lt;br /&gt;&lt;br /&gt;Lists of building materials and specifications will not be accepted in lieu of plans. Drawings that do not show lumber sizes and dimensions will not be accepted as plans.&lt;br /&gt;&lt;br /&gt;Please contact the Zoning Office for your jurisdiction regarding procedures for applying for zoning compliance and numbers of plans to be submitted to Zoning. The Building Department requires two full sets.&lt;br /&gt;&lt;br /&gt;3. &lt;strong&gt;Environmental Health Approval&lt;br /&gt;&lt;/strong&gt;Almost unanimously the permitting offices will require a Water Supply and/or Sewage Disposal Permit. Approval is either a permit or a memo to approve the type of sewage disposal and/or water supply you plan to use. It is not a plumbing permit or sewer permit. It may be required for non-habitable construction, such as a garage or a deck. It is always required for habitable construction.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;4. Complete site plans&lt;br /&gt;&lt;/strong&gt;Site plans clearly indicating all structures, any setback, any new structures and any additions, location of well(s), drainfield(s), and drainfield expansion area(s), Septic system, and neighboring structures if applicable. Site Plans must show elevation markings, and where the water runoff will go. In some cases, a clear drawing done to scale will satisfy this requirement.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;5. Application for Building Permit&lt;br /&gt;&lt;/strong&gt;Many applications are available on line at &lt;a href="http://www.gcnetwork.net/"&gt;http://www.gcnetwork.net/&lt;/a&gt; or through your local permitting office. In some cases you will have to visit the actual office to obtain a permit. You must include the address where the construction will take place. A lot number is not sufficient. Specific directions to the site must be included.&lt;br /&gt;&lt;br /&gt;You must complete the application using a typewriter or blue or black ink. You must complete all applicable questions, sign and date the application. Most Permitting agencies require full payment of all applicable fees in advance to accepting the application for review.&lt;br /&gt;You must submit all plans, site plans, LRCC#1, Sewage disposal and other applicable forms and fees at one time, incomplete application will not be accepted.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;6. Fees&lt;/strong&gt;&lt;br /&gt;Fees will vary from location to location but are generally based upon a certain dollar amount for every square foot of new construction along with an application fee. A single-family residence will generally warrant a minimum fee of $150.00. Other fees to be aware of are Inspection Fees, Septic System Permitting Fees, Demolition Fees, Heating Equipment Fees and Certificate of Occupancy Fees. These fees can add up quickly and should be evaluated along with all other building costs prior to commencement of the project. In many cases these fees can be included in construction financing obtained by your financial institution.&lt;br /&gt;&lt;br /&gt;If plan revisions are necessary, the same fees may be charged a second time, as applicable.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;7. Other&lt;/strong&gt;&lt;br /&gt;The following is a list of items that will be required only in certain circumstances, as applicable:&lt;br /&gt;&lt;br /&gt;· Contractor's Workers Compensation certificate - contractors provide proof of Workers Compensation Insurance in order to obtain permit approval.&lt;br /&gt;· Soil Erosion Permit - If you are building within 500 feet of surface water (lakes, ponds, streams, drains, wetlands) or if you are disturbing more than one acre of land, you must have this permit. This application can be obtained from the permitting agency you will be submitting your application to.&lt;br /&gt;· Structural Design Loads and Calculations - For all commercial plans.&lt;br /&gt;· Occupant Load - For commercial plans where applicable.&lt;br /&gt;· Construction Classification and Use Group- Required to be shown on commercial plans.&lt;br /&gt;· Architect/Engineer Seal and Signature - Required for residential construction with building area in excess of 1,500 square feet.&lt;br /&gt;&lt;em&gt;&lt;br /&gt;At the earliest stages of your planning, you should make contact with your permitting officials and obtain an application for your building permit. Ask questions about the process and whenever possible seek advice from those who have gone through the process before you. If you are building in a newer subdivision, ask your neighbors about their experiences, ask a reputable builder or seek someone from the town who is familiar with the processes. Eventually, having gained a good working knowledge of the trade they are ready to tackle the American Dream and venture into entrepreneurship. While the boss had a vested interest in turning the student into a skilled professional of his trade, he rarely had an opportunity to do any business training off of the job site. One often-overlooked aspect of this on the job training is how to get started. New York State does not require that contractors be licensed in their field. Proper insurance coverage is really all that is needed in order to go out and solicit business. Listed here you will find the most common insurance types required to offer contracting services. You will learn what the coverage is and how it protects you and your customer’s interests.&lt;br /&gt;&lt;br /&gt;General Liability - Provides Protection for your Company against financial losses caused by third-party claims of property damage, injury or bodily harm, loss of life or limb, or negligence.&lt;br /&gt;&lt;br /&gt;General liability insurance includes blanket coverage that extends to direct or indirect actions of the insured (and the insureds employees), which result in loss or damage, as well as products or structures constructed by the insured that cause loss or damage due to a fault in the structure.&lt;br /&gt;&lt;br /&gt;Here in New York a contractors general liability policy should include coverage for the following situations: bodily injury, with coverage including medical costs and lost wages for the injured party; property damage; completed projects and operations; contractual liability covering property leased or rented for the contractor's office or facility; liquor liability, which includes injury related from employees and officers consumption of alcohol at the workplace and/or at work-related functions like holiday parties or mixers; fire, lightning, or explosion damages; hired and non-hired auto coverage; legal defense costs; medical payments and personal injury.&lt;br /&gt;&lt;br /&gt;The amounts of coverage necessary in each individual area will differ for every contractor, so engage an insurance professional who can offer expertise and guidance in assembling a policy that will provide adequate coverage. The generally recommended minimum coverage for most contractors is $2 million.&lt;br /&gt;&lt;br /&gt;General contractors will require their subcontractors to carry a general liability insurance policy covering themselves and their employees and listing the General Contractor as an &lt;em&gt;Additionally Insured&lt;/em&gt;. An insurance certificate will provide proof of general liability insurance and as an &lt;em&gt;Additionally Insured&lt;/em&gt; party the General Contractor can expect to be notified within 30 days of a discontinuance or cancellation of the policy.&lt;br /&gt;&lt;br /&gt;Workers Compensation - Provides Coverage to employees injured on the jobsite.&lt;br /&gt;&lt;br /&gt;New York State requires businesses with payroll employees to carry workers compensation insurance, often referred to as &lt;strong&gt;workmans comp&lt;/strong&gt; or &lt;strong&gt;workers comp&lt;/strong&gt;. Due to the increased risk of injury for construction workers, workers compensation insurance is necessary to protect your employees and your business as well as your clients. This insurance provides wage replacement coverage for any employee who is injured on the job, coverage for medical costs, economic losses, pain and suffering, and in cases where there is an accidental loss of life it may provide settlement payments for dependents.&lt;br /&gt;&lt;br /&gt;As with General Liability Insurance, if you are operating as a General Contractor, you will need to require that all of your subcontractors carry and supply proof of their own individual workers compensation policies covering themselves and any employees they will bring to your jobsite.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Disability - Provides Coverage to employees injured off the jobsite.&lt;br /&gt;&lt;br /&gt;Short-term disability insurance goes into effect as soon as you or your employee is unable to work due to an illness, injury, or birth of a child. This coverage ranges from as little as a few days to as much as one year. In New York employers must provide at least 26 weeks of coverage.&lt;br /&gt;&lt;br /&gt;Inland Marine – Provides Coverage of Equipment and Tools in the event of theft, fire, vandalism and mysterious disappearance.&lt;br /&gt;&lt;br /&gt;Inland Marine Insurance covers goods in transit over land, or any goods exposed to possible loss or theft while being shipped, warehoused, or held by U.S. Customs officials or the U.S. Post Office. Coverage may also include goods or equipment other than building materials, but which are frequently transported from one location to another.&lt;br /&gt;Nearly any product, equipment, or material may fall under the umbrella of inland marine insurance. Inland marine insurance coverage may also include scheduled properties, riggers liability, builders risk, contractor's equipment, goods and properties, computers, and communications equipment.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Bonds – Provide a variety of assurances to your customer regarding the satisfactory conclusion of your business together.&lt;br /&gt;&lt;br /&gt;A bond is not an actual insurance policy but a form of credit issued by the bondholder or &lt;strong&gt;surety&lt;/strong&gt; to the principal or contractor.&lt;br /&gt;&lt;br /&gt;Bond premiums are typically between one and three percent (1-3%) of the bond amount. The bond is then extended as a form of credit. If the client or subcontractor makes a valid claim, the contractor is responsible for the full amount of the bond.&lt;br /&gt;&lt;br /&gt;Bonds premiums are not included in your general liability insurance policy. There are many types of bonds including bid bonds, payment and performance bonds, contract bonds, subcontractor bonds, maintenance bonds, supply bonds and license bonds.&lt;br /&gt;&lt;br /&gt;Life: Provides coverage for your customer in the event of your demise.&lt;br /&gt;&lt;br /&gt;In response to the abundant information being shared by customers, you may occasionally encounter a customer who requests that you provide him with a short-term life insurance policy naming him as your beneficiary.&lt;br /&gt;&lt;br /&gt;Short-term life insurance is a relatively inexpensive method to accommodate and promote your customers best interests. The small premium can be passed on to your client as a cost of doing business and the policy suspended or cancelled at the conclusion of your work.&lt;br /&gt;&lt;br /&gt;Commercial Auto &amp;amp; Truck - Provides Coverage for Liability and Physical Damage to your vehicles.&lt;br /&gt;&lt;br /&gt;Many contractors insure their vehicles under their personal insurance policies since their vehicle is often used as their primary transportation. The greatest difference between personal and commercial auto insurance is the level of coverage. A typical Commercial Auto policy will list coverage of 1 million dollars or more.&lt;br /&gt;&lt;br /&gt;Premiums and coverage amounts are determined by the types of vehicles, the level of usage, the type of usage, and number and driving record of the employees listed as drivers.&lt;br /&gt;I have given you the basics on Contractors Insurance. You do not want to buy more insurance than you need, nor do you want to spend more than you absolutely must, but more importantly, you want to be sure that you have adequate coverage in the event that you need to make a claim or a claim is made against your business. Most construction projects aren’t complicated but they are complex and will require a significant amount of time to manage and organized especially in the early stages.&lt;br /&gt;&lt;br /&gt;3)      If you’re going to manage your project yourself, visit our “HOMEOWNERS RESOURCES” page to find helpful forms like Building Permits and Project Management forms for estimating the project costs and hiring contractors.  You will want to contact your County Building Codes &amp;amp; Enforcement department for guidance and regulations; many offices are listed here for you.  They’ll ask you questions about your projects size and scope and direct you as to what paperwork and inspections will be necessary.  In most cases you will need to visit the county or town building to pick up the paper work although they will occasionally consent to mail it to you if you are persistant that they do so.  You will want to take advantage of this opportunity to let them know that you are eager to comply with the codes and appreciate any assistance and guidance they can offer you.&lt;br /&gt;&lt;br /&gt;4)      If you decide that you’d rather have your project managed by a General Contractor or Project Manager you can find them in the listings for Contractors.  You will want to pick at least three who serve your geographic area and then use our “HELPFUL FORMS” to obtain and check recent references and then conduct an interview of your choices in order to choose the contractor who best suits you.  Most General Contractors and Project Managers will handle all of the permits and planning for you although they will need to gather some information from you in order to do so.&lt;br /&gt;&lt;br /&gt;5)      Pick up a binder and keep all of the information from your project in tabbed sections so that you have everything in one place and organized.  This will save you lots of time and energy later.  Even for small project, paperwork and receipts pile up quickly.  Having a binder is the best way to ward of the stress of lost information and miscommunications.  I keep several blank forms in mine in order to remind me to document &lt;em&gt;everything&lt;/em&gt;!&lt;br /&gt;&lt;br /&gt;6)      Permits take time, plan accordingly! Whether you are managing the project yourself or using the services of a General Contractor, you need to be aware that completing, submitting and getting approval of your Building Permits takes a good chuck of time.  Even a small project can take up to three weeks to get Permit Approval and a complicated project or anything with engineering can take triple that time (or more!)
